School no party has ever consulting the Senate site

Public consultation launched by the Senate on the bill related to the School Without Party program has received the opinion of more than 330 thousand people.

According to the Senate, it is a record: since the creation of the online tool Public Consultation, in 2013, no proposal received so many manifestations such as the Bill 193, authored by Senator Magno Malta (PR-ES), which includes the program in the Law of Guidelines and Bases of National Education.

The consultation is done through the portal e-Citizenship, where citizens can vote whether they are for or against the project. Until 19h30 yesterday, 330.787 people had voted – 158.940 They were in favor of the project and 171.847, Against.

According to the Senate, the dispute is balanced and both sides are alternated in the lead. All bills pending before the House are open to consultation since the creation of the tool and to date 3.658 proposals were evaluated by society.

The second proposal with more participation – 183.597 manifestations – It is the project that proposes to reformulate the Medical Act Law.

In addition to the Senate, related bills to School No Party, conceived in 2004, also they proceed through the House of Representatives, in seven Legislative Assemblies and 12 Municipalities of several states.

Almost all reproduce the program text which prohibits the teaching “content that may be in conflict with religious or moral convictions of parents and guardians”.

The School Without Party has been approved in Alagoas and four municipalities, but it was vetoed by the Executive, on the grounds of being unconstitutional. The Federal District and in Paraná, after being criticized by teachers, Designs have been filed.

For the educator and former secretary of São Paulo Guiomar Namo de Mello Education, high public participation in the public consultation – as well as the controversy surrounding the project, strongly criticized by several experts – It reveals that there is a need to revisit the way educational content is passed to the student in the classroom.

“We would not have more than 300 thousand people voting in a public consultation if this debate was not real. People are realizing that something is wrong in schools.”

For a teacher, the high interest in the discussion of the project indicates that there is a split in society about the role of the teacher.

“It is very bad to think that it should be restricted to what is done in the classroom. On the other hand, there has been a very partial way to present the facts to students, which is also contrary to the idea of ​​a critical education and citizen.”

Guiomar said, despite criticism, as the philosopher José Arthur Giannotti and former rectors of the University of São Paulo José Goldenberg and Roberto Lobo on the anti-democratic character of the project, the position of the claim is legitimate. “I see no abuse in the program. My main objection is that seems innocuous make a law. When the teacher closes the door it is difficult to control what happens in class.”
