See how states are to implement the MP Secondary Educationcurrently, high school has 8,1 million enrollments, most public schools (87%) of the state (80%).
This week, Senator Pedro Chaves (PSC-MS), Rapporteur of Provisional Measure (MP) 746/2016, establishing the reform of high school, must submit its opinion to the Joint Committee which examines the measure in Congress. On the eve of the presentation, the meeting of the National Council of Education Secretaries (consed), closed Friday (25) in Brasilia, the Agency Brazil talked to some of the secretaries of the changes provided for in MP and how are organizing to implement them.
currently, high school has 8,1 million enrollments, most public schools (87%) of the state (80%), that is, the implementation of the MP mainly befalls the states. The realities are different in each state of the Federation. Some are more advanced and want to start putting the model into practice 2018, like São Paulo. For Rio de Janeiro, the financial crisis implies that the state take “a phase of increasing”.
The main changes contained in the MP are the expansion of the school day from the current four hours required per day for seven hours, progressively. As for the curriculum, MP states that high school part is focused on the content that will be defined in the Common National Base Curriculum, currently under discussion at the Ministry of Education (GUY), and part for training routes, to be selected by students. The MP defines five itineraries: languages; mathematics; natural sciences; humanities; and technical and vocational training.
With the relaxation, only Portuguese and mathematics will be required in the three years of high school.
The MP suffers resistance in the country by teachers, educators and students, promoting actions, strikes and occupations in several states. For secretaries, the challenge is also to promote dialogue with the various sectors of education.
One of the possibilities of implementation of the MP discussed in the Federal District is the model aimed schools, that is, schools that focus one or some of the training routes and that students have about schools near each other, with several possibilities to choose to.
According to Secretary of Education, Julius Gregory, discussions are still ongoing. The debates will be brought to schools, which will elect representatives for discussions on regional educational. “It is important to have a high school that addresses the possibilities of the student is the protagonist of the process and be able to choose according to your area, your fitness”, says.
As for technical education offer, one of the proposals is to provide students the courses offered in technical schools that already exist and will be built in Mexico City and extend the offer beyond the students who make high school in those places, view of the nearby schools. “This joint design even allows the optimization of the budget. The technical schools are more expensive. When we planned this design, socialize better the money invested in training center, to the extent that you make available to the largest number of students, integrating education”, Explain.
Rio de Janeiro
Faced with a severe financial crisis, the state of Rio de Janeiro prepares to join gradually to the new model. “All states are in the same difficulty, the same questions. There is a budget, There is a storage room, it has to be adapted”, says the representative of the Infrastructure Division of the Department of Education, Julia Sant’anna.
she says, However, the MP will be applied and that the state has reference schools, where similar teaching methods are already applied. This should facilitate the expansion to the network. The state joined integrally, with all the jobs that are reserved, the Development Program for Schools Implementation Full-time for high school, whereby the MEC offers R $ 2 thousand more per student per year to help states.
“Not an easy change, but it is a step, then another step, it is feasible”, says Julia, “The Rio de Janeiro is sticking with 100% which may adhere to the, Taking steps as may be walking the collection”.
Pernambuco is taken as reference by the Ministry of Education in the implementation of full-time high school. currently, according to the Secretary of Education, Fred Amancio, 43% schools operate on a journey of seven hours a day, that is, the students stay in school longer and have activities in contraturno.
Amancio attaches to full time the fact that the high school state have left the 21th position, in 2007, the Education Development Index Basic (Ideb), which measures the quality of education through evaluations in Portuguese and mathematics, and have reached the top of the rankings, in 2015, along with Sao Paulo, the last disclosure.
“We started this process. Some experiences we have full-time may have facilitated this process in Pernambuco, but it is clear that the MP will involve an entire redesign of the network, will redesign the school structure”, notes. “Our challenge hereinafter, from approval, will intensify discussions”.
Alagoas discusses how to implement the change in a state of different realities, according to the Secretary of Education, Luciano Barbosa. “We have to map the shortage of professionals in certain areas of the high backcountry alagoano, average backcountry, Wood zone, each region. In Maceió it is easier to retain human resources”, says.
The state has 13 regional management and, in each of them, there is a technical discussion on the best fit of mid-level network MP. “It is being discussed on the basis of the fact. With the Ideb 2,8 in 2015, the state had the second worst result, along with the Rio Grande do Norte.
“We have a very large debt with education, we need to implement, perhaps faster, measures in other states have already been implemented”, says Barbosa.
The state of São Paulo is preparing to initiate the changes in the network from 2018, according to Assistant Secretary of Education, Francisco Carbonari. “As this deployment will evolve, will condition the time [deployment across the network]. If the deployment is successful, things will get easier, if there is any problem in the implementation, things will be more difficult”, says. Until then, the state should mature a model to take the MP paper.
The intention of the state is to end the disciplines. “We have some models, the main one is to break with the structural scheme of disciplines to work with curriculum components. There is a simple and demand a great job thing because we have an institutionalized culture of work by discipline, the training of teachers are focused on the work by subjects”.
On expansion of the model set for the entire network, the state has no forecast, mainly for financial reasons.”Maybe St. Paul is the percentage state that suffers most from revenue drop, which is where it falls more significantly. There are issues that will define situation and we do not have, at this time, enough information to give such answers”, says Carbonari.
One of the models that examines Amazon is to ask students what they want to attend, formation process which intends to follow in each school and, thenceforth, the department offers, according to demand. “It is not simple, but it is the way I defend, We can not place the student at the center of discussion and not contemplate dreams and his vontadades”, says Secretary of Education, Algemiro Ferreira.
As regards the infrastructure, the secretariat plans to start offering the missing schools that already have more resources. The state is one of providing educational four hours in the network. From 2017, the intention is to extend this offer to five hours a day. “We will select schools with blocks, lab, that need minimal investment, to ever do it in 2017. Those that need greater adaptation, sport courts, we gradually structuring”.
The Secretary argues that reform is gradually made. “You can not make a reordering once”. He recalls that the state goes through financial difficulties, as the rest of the country, and it also slows down the implementation in a short period of time.
Santa Catarina recently passed, in 2014, for a curriculum review process and, according to Deputy Secretary of Education, Elza Marina Moretto, the intention is to reconcile the recent changes to the MP. “We have the basic curriculum tradition of Santa Catarina. Change the management teams, but the proposal continues to advance, It was built on democracy”, says.
Not been, second Elza, 25% the network have access to technical education, which favors the implementation of reform. The main challenge now is “appease the point of view of how network are interpreting the reform of high school. If I had made up a bill, the thing had won another path, MP is always something means unsympathetic, always verticalizada. People are getting lost in the discussion that is an MP and are not discussing both the content of the measure”.
Elza adds that the financial issue should weigh on implementation. “We know that to do all this have to have funding. You can not do all this innovation with the money we have. Will require teacher hiring, curriculum change, infrastructure, something short, medium and long term will have to be thought”.
